I have some Enlish questions. Can anyone help me out？

The flour is a uncountable noun, isn't it？
Why does it add "a" here？

"Water added to flour forms gluten."

From the flour's point of view, water is to be added to.  The word "added" is used to specifiy  where "the water" will go.  That is to say, not any water can make the flour to form gluten, but only those water which is added with the flour can make it to form gluten.  In a sense, the word "added" is the adjective for "water".

You can also say, "the added water makes flour to form gluten."
